A Letter of Concern to All Lodge Officers

 My Brothers:

            For the last couple of years we have been reviewing hundreds of emails, letters, notes and phone calls from members, indicating their concern over the lack of ‘customer service’ being received at Lodges.  While we agree that we do lose some members because of the Lodge Smoking Policy, or because they are unhappy with one policy or another issued by the House Committee, for the most part it appears that we have failed to deliver the product we sold.

  • We said we had a calendar filled with activities for ALL ages
  • We said we were the friendliest place in town
  • We said we assisted members during times of loss
  • We said we visited members in the hospital
  • We said members were our most important asset
  • We said we existed to serve Mooseheart and Moosehaven
  • We said that our operations were centered around the needs and desires of our membership and not those who participated in our programs as guests
  • We said that our facilities were clean and bright and safe
  • We said that the outside appearance of our Moose Homes were inviting and well-maintained
  • We said we existed to make our community a better place to raise our families
  • We said we were fraternal – meaning we really care for others in need
  • We said we were family oriented
  • We said we wanted every qualified resident of our community to become part of our Moose family
  • We said we operated on a basis of ‘one for all and all for one’
  • We said membership retention was important to our program of maintaining our defending circle
  • We said membership was the lifeblood of our Order

If the above statements are true, then why do we not see membership on the rise in every one of our fraternal operations?  The reason appears to be because, in too many instances, we operate for ourselves and not for the general membership.  Keeping our members happy does not seem to be our number one priority.

This being the case, why haven’t you registered your bartender, your wait staff, your Social Quarters Manager to attend the ‘Bringing Home the Bacon’ seminar in Las Vegas this November?  This seminar will focus on providing the necessary customer service – in our case – member service – necessary to retain members and obtain new members at a faster rate.  Your Lodge NEEDS to be represented.

You should consider the cost of attendance to be an investment in the future of your fraternal operation.  Would you spend $1,000.00 if you felt you would double or triple the income from your social quarters operation over the next year; increase membership production; improve membership retention?  If you wouldn’t, perhaps you need to question if you, as an officer, understand your responsibility to the members who elected you to serve.  In addition, what a perk for your employee(s) to have your board feel they should be sent to Las Vegas to attend the seminar because you appreciate the job they are delivering and feel they can bring back methods to improve your overall operation.

Please see that this is read at your next Lodge Officer’s or House Committee Meeting and then select the person you feel will best represent the interest of your Lodge and register them online at www.mooseintl.org.  You will be doing what you were elected to do – serve the best interest of your fraternal operation.

Dinwiddie Moose Family Center 1993 - Chapter 1296

     Your Brothers and Coworkers at Dinwiddie Moose Family Center and Chapter 1296 experienced a major fire on March 8th. They are trying to repair the Lodge. There is a $75,000 shortage between the Insurance settlement and the contractor bids. They need your assistance to rebuild. At present time they are completely shut down and have no income.

     If any of your lodges has been upgraded and you have extra barstools, chairs, coolers or other equipment left over, this can also be donated, a receipt given and counted toward your lodge donations.

     Any assistance from VMA Lodges and chapters would be gratefully appreciated.

UPDATE ON THE
SUFFOLK “TORNADO VICTIMS FUND”


          Time has passed since the Tornado hit the Suffolk area but the NEED is still there!  If your Lodge, MLC or WOTM has not made a donation to this fund – they can use all the help you can give them.

          A clarification to donations to this fund is that the checks need to be made out to the “Suffolk Foundation” which is a qualified 501 C 3 non-profit charity, this covers checks that are from Bingo funds, a pull tab account or general fund – and the check should to be sent to:

      Once again a natural disaster has hit in our Great State and we of the Virginia Moose Association can be a vital part in helping one of our Lodges in the efforts to rebuild not only physical structures but more importantly –the lives of those affected.

      The recent devastating Tornado that hit the Suffolk area did at last estimate - $28.6 million in damages. The Federal Disaster Relief has said it is not enough to qualify for Federal aid so it is up to the local community to fund the rebuilding. Insurance will cover a lot of the housing needs but there are still the needs of coping with their everyday lives until of those affected can get back on their feet.

      Suffolk Lodge #141 has stepped right in to help with the needs of their community. Pilgrim Jesse Byrum, the Administrator of the Lodge is spearheading the Relief Donations for VMA. We ask all Lodges, Moose Legions, WOTM units or individuals to please help in this time of need.  Please send any donations to:

      All funds are being channeled through a 501C3 non-profit charity – Suffolk Foundation – with 100% of all funds going to help the victims. It is very important that the funds are be used for the qualified victims and that is what this Foundation is set up to do. The local newspaper, The Virginia Pilot, has donated $25,000 to this fund so it is a legitimate fund. All funds will be accounted for in accordance with Moose International Rules as instructed by General Governor, Steven Greene

Updates to Community Service and Family Activities Reporting Process

There has been a change in the process for reporting community service and family activities to Moose International.  As you are probably aware, report forms printed on colored paper have always been mailed to lodges and chapters on a quarterly basis.  In an effort to reduce some of our costs, we will no longer be printing and mailing the quarterly reporting forms for community service or the semi-annual reporting forms for family activities. Both forms are available online through the "Members Only" portion of the website through the Community Service and Family Activities portals,
respectively.

In submitting these reports, there are several options.  If you are uncomfortable with attempting to fill out and transmit the reports electronically, you may simply print and complete the form properly and mail it to the Department of Fraternal Programs or fax it to (630) 966-2208.  Any items faxed or postmarked after the deadline dates will be considered late and will not be graded for quarterly or year-end awards.

If you would like to submit the reports electronically, here are the steps to follow:
* Go to the "Members Only" portion of the Moose International website
* Click on the appropriate link on the right-hand side of the "Members Only" homepage; Community Service or Family Activities, depending on which form you are completing
* Click on the link for the report form
* Fill in the appropriate information
* Click on the icon marked "Save a Copy"
* Select a location and file name for the document (ex.-1st Qtr Comm Svc 2008-09) and click "Save"
* Send an email to appropriate mailbox with the report form as an attachment
* Community Service - csreport@mooseintl.org <mailto:csreport@mooseintl.org>
* Family Activities - fareport@mooseintl.org <mailto:fareport@mooseintl.org>
Again, any items emailed after the deadline dates will be considered late and will not be graded.

There is one additional change regarding reporting of family activities. The semi-annual reporting periods have been changed from July 31 and January 31 to October 31 and April 30.  This will ensure that all grading for year-end awards is based on activities held within and reported during a complete fiscal year.  The new form with updated reporting periods is already available through the Family Activities portal of the Moose International website.

Moose Editors: Moose Press Service Sheets For Newsletter Drop-In Use Are Back in a Big Way!

Moose International's Department of Communications & Public Affairs back to full staffing for the first time since personnel shifts of last winter --  and full attention is now being devoted to helping editors of Moose Lodge / Chapter / Association spread the word on what's happening at Mooseheart and Moosehaven.  It's being made as easy as possible for editors, with the Web posting of drop-in "Moose Press Service" sheets!

In years past, Moose Press Service sheets were scan-ready hardcopies that were mailed out from Moose International; now they're posted electronically -- some as stand-alone single pages, some designed as two-page spreads -- as easy-to-download, easy-to-drop-in PDF files.

The Premier Lodge Award was introduced at the 2007 International Convention in Orlando, Florida.  The program is designed to recognize those lodges that truly exemplify a successful fraternal operation.  A lodge must meet 5 mandatory criteria and at least 5 of 10 alternate criteria to earn the award. 

The more alternate criteria are met, the higher the award level.   

 

The mandatory criteria are:

Increase in active membership (members in good standing) over prior fiscal year

Increase in net assets over prior fiscal year

Increase in Endowment Fund donations over prior fiscal year

OR

   Lodge per capita contributions to the Endowment Fund equal to or exceeding the

   fraternity-wide per capita (average of $2.10 per member over last 2 years)

Representation at International Convention, Association Annual Convention and

  Association Mid-Year Conference (2 out of 3)

Submission of Moose of the Year nomination form by July 1

The alternate criteria are:

Four completed Community Service reports submitted by the quarterly deadlines

Two completed Family Activities reports submitted by semi-annual deadlines

Submission of Moose Legionnaire of the Year nomination forms by July 15

Submission of Rookie of the Year nomination form by July 1

Two high school students sponsored to Association Youth Awareness Congress

Assigned membership quota attained

At least $100 contributed to the Safe Surfin' Foundation

Participation in Tommy Moose program

Representation at International Convention, Association Annual Convention and

  Association Mid-Year Conference (Attendance at all three)

Representation at leadership training session for Lodge officers

A Lodge must still meet all 5 mandatory criteria and a minimum of 5 alternate criteria to earn the award.
The level of award earned increases with the number of alternate criteria met.
The levels for the award are:
  • 5 mandatory criteria met + 5 alternate criteria met = Bronze Award
  • 5 mandatory criteria met + 7 alternate criteria met = Silver Award
  • 5 mandatory criteria met + 9 alternate criteria met = Gold Award
  • 5 mandatory criteria met + 10 alternate criteria met = Platinum Award

The office of the General Governor reserves the right to advise the Department of Fraternal Programs not to grant a Premier Lodge Award to a lodge, even if the lodge has met the prescribed criteria. Reasons for a lodge to be refused by the General Governor's office include, but are not limited to, the following:

• Lodge was delinquent in payments to Moose International (ex. - monthly consolidated statement, risk pool premiums, catalog sales invoices)

• Lodge was delinquent in paying or did not pay premiums for workers' compensation insurance

• Lodge did not seek or acquire approval of dispensation as required by the General Laws of the Order

If a lodge is refused the Premier Lodge Award at the recommendation of the General Governor, the lodge can appeal the decision. The appeal must be approved by the General Governor before the Department of Fraternal Programs will proceed with verifying that the necessary criteria are met.

McPherson Named 9th Grand Chancellor

 

MOOSEHEART, IL, July 9, 2008 -- Director General William B. Airey announced today that Grand Chancellor Janet Fregulia had accepted an appointment to the position of Executive Director of Moose Charities Inc.

In the wake of this move, Airey announced simultaneously that he had appointed WOTM Director of Operations Barbara McPherson as the ninth Grand Chancellor of the Women of the Moose. Executive Assistant Judy Sisson has been promoted to McPherson's position as Director of Operations.

All of the appointments become effective August 1.

As Moose Charities Executive Director, Fregulia will have authority and responsibility for fundraising for all Moose endeavors - developing, implementing and promoting funding programs from the Loyal Order of Moose and Women of the Moose, as well as seeking contributions from outside corporate and foundation sources to support our fraternal programs, especially Mooseheart Child City & School. She and her staff will operate out of Moose International headquarters at Mooseheart, IL.

Airey pointed out that prior to being appointed Grand Chancellor in September 2005, Fregulia had served as Director of Fraternal Fundraising for Moose Charities.

"Jan Fregulia has kept funding levels strong in the Women of the Moose, and has generated membership increases--doing both in an extremely tough economic environment," Airey said. "The Women of the Moose historically have been among the most ardent contributors to Moose Charities. Jan's dedication to the principles and precepts of our Order, her deep love for the children at Mooseheart and senior members at Moosehaven, and a personality that draws people to the programs in which she believes and supports, led me to the conclusion that Jan is the precise person for this challenge. She has the full support of the Supreme Council, the Grand Council and the Moose Charities Board as she begins her new position."

Fregulia had been on the senior staff of the Women of the Moose and Moose Charities since 1996, when she came to headquarters at Mooseheart from Petaluma, CA, where she had held sales and purchasing management positions in the construction industry.

A native of London, Ontario, Fregulia emigrated to the U.S. as a young girl in 1955; she is a naturalized American citizen. She joined Petaluma Chapter 574 of the Women of the Moose in 1968, and immediately took a committee chairmanship at age 23. She served through the Chapter's chairs over the next five years, attaining the Academy of Friendship Degree in 1970, the College of Regents Degree in 1974 and the Star Recorder Degree in 1978. She served as Deputy Grand Regent for California/Nevada in 1987-88, and as a member of the Grand Council from 1994-96.

Barbara McPherson rises to become the ninth chief executive of the Women of the Moose after having served nine years as a senior staff member at WOTM headquarters at Mooseheart. She has variously served since May 1999 as Director of Administration, Director of Sports and Ritual, and briefly in 2005-06 as Director of Youth, Family Activities & Ritual for both the Loyal Order of Moose and Women of the Moose. McPherson had rejoined Grand Chancellor Fregulia in the Women of the Moose office in the new position of Director of Operations since June 2006.

McPherson joined the Women of the Moose in 1982 at Woodstock, IL Chapter 364. She attained the Academy of Friendship Degree in 1984, the Star Recorder Degree in 1985 and the College of Regents Degree in 1987. She served as Deputy Grand Regent for Illinois in 1990-91, and on the College of Regents Board from 1994-96.

Judy Sisson, who takes over McPherson's responsibilities as Director of Operations, is a member of San Diego, CA Chapter 2; she moved with her husband Bill to the Mooseheart area in spring 2007 to become Executive Assistant to Grand Chancellor Fregulia. Sisson earned both the Academy of Friendship and College of Regents Degree in 1991, and the Star Recorder Degree in 1992. She served as Deputy Grand Regent for California/Nevada in 2001-02, and as Deputy Regional Manager for that Association in 2005-07.

Director General William B. Airey chose to close the Las Vegas Convention by noting that the theme of "Beyond Belief" had been introduced for 2008-09, adding, "Now . . . please let us share with you a true story of service and dedication which, I think you'll agree, is -- truly -- Beyond Belief."

Then the Director General brought to the lectern the subject of the TV story, Kaziah Hancock, founding artist of the nonprofit organization Project Compassion. After brief comments from Ms. Hancock, and from Project Compassion Chairman/CEO Marie Woolf, Airey presented Ms. Hancock with a crystal commemorative award, which read:

2008 Revisions to the Shinning Star Program

 

The Moose International Shining Star Awards Program was begun in 1989, honoring what were judged the Moose fraternity's very best efforts of the year in 14 categories. Over the years, this awards program, presented annually at the fraternity's International Convention, grew to fully 20 categories.

After the 2007 International Convention, Director General Airey and his staff conducted a thorough review of the Shining Star program, concluding that the number of categories awarded should be substantially reduced -- given the fact that there are existing departmental awards programs for the bulk of the original Shining Star categories. Shining Stars will continue to be awarded for the eight categories requiring members to submit the name of a nominee.

Therefore, the Moose International Shining Star Awards will be presented in the following eight categories at the International Convention in 2008 and beyond:
  • Moose of the Year
  • Co-Worker of the Year
  • Rookie of the Year
  • Novice Co-Worker of the Year
  • Lodge of the Year
  • Chapter of the Year
  • Moose Legionnaire of the Year
  • Administrator of the Year

The Department of Fraternal Programs and Director General Airey will continue to review this program in an ongoing effort to make it as easy as possible to understand -- and very satisfying to earn. Nothing is more meaningful in our fraternity than proper recognition of individual or collective efforts, and so we are committed to making sure that our award programs do just that.

On Per-Capita Assessment Increase

Recently, the Supreme Council of Moose International and the Grand Council of the Women of the Moose rendered a decision regarding increases in the annual per-capita assessment of the Women of the Moose, and the annual per-capita assessment of the Loyal Order of Moose (formerly known as the ABCD amount) – amounts paid as a portion (NOT the entirety) of each member’s dues. Decisions were reached based upon the following facts:

  • As reported during the Orlando convention, the operating costs of Mooseheart Child City & School and the Moosehaven retirement community are running at approximately $32 million per year.

     
  • Increased expenses of the two campuses have resulted in the fraternity needing to borrow funds from the Moose Foundation – which includes Endowment Fund donations.

     
  • The fraternity has fallen far short of keeping pace with inflation in the per-capita assessment amounts. The ABCD amount was initially set at $4.00 in 1929 ($1.00 per quarter – therefore the reference to “A Big Charity Dollar” or ABCD.) And, according the U.S. Consumer Price Index, what could be purchased for $4.00 in 1929 cost $48.50 in 2007.

The per-capita assessment of the Loyal Order of Moose has been raised just six times since 1929; the Women of the Moose per-capita has also been raised just six times since its inception in 1923 – in none of those cases fully keeping pace with inflation. From the 1960s through 1980s, when total Moose membership increased 25 out of 30 years, the per-capita assessment generated by the growing number of members was sufficient to fund operations. But, from 1991 to 2007, the total number of dues-paying members increased only 3 times in 16 years, and the drop in available per-capita funds has meant that the inflation shortfall could not be made up to sufficiently f
