IMPORTANT INFORMATION

To Whom It May
Concern:
This is very important information for any lodges, or anyone that is
currently conducting bingo games in the state of Virginia. The
General Assembly has formed a special Committee for study of Bingo/Pull
Tabs. The purpose of this Committee is to review all Department of
Charitable Gaming rules and regulations currently in place. There
has not been a review since July of 1996. We will keep you updated
as the situation warrants, but there is one issue at this time that
should be handled immediately.
The General Assembly is proposing that the maximum regular bingo game
payouts be increased from the current amount of $100 to $250-labeled as
House Bill #2053. If passed, this increase could greatly affect the
ability of smaller games to continue to operate, and could ultimately
result in the cessation of those games. Many bingo game operators would
need to increase the charges for their players to play to enable them to
make the same profit. Consequently, the increase in prices would most
likely result in a diminution in the number of customers for games, and
further affect the profit margin. Please realize how this could
affect those lodges, and any other organization, that conducts smaller
games. The only persons to benefit from this proposed change would be
those who operate very large games several times a week.
We suggest you contact the Legislative Committee that is in charge of
these changes, whether in writing, via email, or in person. The
next committee meeting for this is scheduled for June 22, 2009, so
please respond promptly and ensure that the opinions are noted for all.
It is an option for you to attend this meeting and voice your opinion on
that date. We will be sending out information regarding exact time and
location of meeting next week. And, if you feel that the current
Department of Charitable Gaming rules and regulations are acceptable
without ANY changes, please include that as well in any correspondence
with the Committee. We have provided a list of email address at the
bottom of this notice for your convenience. Also included is a sample
letter you may use, but please feel free to elaborate in any manner you
see fit. It may help to actually include a list of organizations and
amounts of donations given to your local communities as a result of the
mandatory use of proceeds donation requirements, so that they may more
clearly see how such an increase could affect not only the individual
games, but our state as well.
We will continue to keep you updated on all proposed changes, but we
strongly encourage you to act immediately on this issue.

Donation Checks

Hello to all,
Looking forward to seeing everyone soon! This is a reminder of which
donation checks may be grouped, and which ones need to be on separate
checks. I really appreciate everyone's assistance on this-would like to
explain the reason for it. The grouped checks are all in one account, so
is no problem putting them together. But the other monies are all in
separate accounts, so if the checks come in incorrectly grouped, I need
to take money from one account and put it in the others, and leaves some
room for error! And the less room for error with that many checks, the
better! Of course, if you choose to write all your checks separately,
that is perfectly fine too.

The Loyal Order of the Moose and the Women of the Moose have long been
renowned for championing the family-with our long term support of
Mooseheart and Moosehaven, our track record is astounding. And in
Virginia, through your donations to the Safe Surfin Foundation, we have
once again been the pioneers in providing the financial support
necessary to continue this program, and see that it reaches its fullest
potential.
The numbers of our children and grandchildren who are
using the Internet daily is staggering, and as those numbers have grown
and continue to grow, so have the number of Internet predators.
And although the Internet is a useful tool to our children-not only for
educational and resource purposes, but for entertainment as well-it
opens thousands of doors daily for those same children to become victim
and fall prey to those predators.
The stories are ugly-the graphic pictures and videos
are worse. Just when you think that it has gone to the lowest
level and the worst level of atrocity it can reach, a new case is
discovered worse than the others. And this happens not occasionally, but
every day. Each year, THOUSANDS of girls and boys lose their innocence
and much more.
Virginia set the stage in adapting and supporting this
program long before it received International recognition. We hope
that you will continue to support this program, in the standard you have
set for yourselves. Please keep Safe Surfin Foundation close to
heart when making your donations at our upcoming State Convention.

Senior Games
Where Athletes are Forever Young!
Virginia Senior Games is open to
individuals 50 years of age and older. Events included are both
physical & social, including archery, swimming, track & field,
canasta, croquet, table tennis, bowling, billiards, tennis,
shuffleboard, & more. Participants are grouped by the age categories
of 50 to 54; 55 to 59; 60 to 64; etc. The purpose of the Games is to
promote physical and social wellness for Senior Adults.
Let us not forget our
seniors when writing those donation checks for the State Convention.
Please earmark your check: “Virginia Senior Games.”

Member In Need

Brother and Co-worker Danny and Norma Britt, of Manchester-Richmond, son
Earl Cole was involved in a very serious car accident, which was of no
fault of his. He sustained injuries which has left him in a wheel
chair. Both legs were crushed. He has undergone several
surgeries and now will be going to PT for a long period of time to try
to get him to stand and walk again.
Earl is a self-employed painter and unfortunately his
wife had just changed jobs and her health benefits had not gone into
effect leaving him with no insurance coverage.
A trust fund has been established at FIRST MARKET BANK
in his name to help with the enormous medical expenses.
His friends and family have already been doing small
fundraising projects at their place on the River however they can not do
it alone.
We are asking that when you are making donations
throughout this year that you possibly could consider including making a
contribution to this trust fund.
Contributions would be greatly appreciated and can
be made at any FIRST MARKET BANK in the name of Earl Coe.

We're Not Pulling Any
Punches
Mooseheart and
Moosehaven Needs Your Support

ATTENTION BROTHERS AND COWORKERS
In order to
keep Mooseheart and Moosehaven healthy for years to come we need your
commitment financially at this time.
We’ re not pulling any punches, we are asking you to send $36.50 a year
for the next 3 years to your lodge, mail to Moose Charities or call in
and earmark it for the Gimme 5 Program.
As we all are aware a small percentage of our members actually attend
regular meetings and are not aware there is a problem. This letter is
intended to let everyone know we have an issue and we need the support
from our ENTIRE MEMBERSHIP.
Currently we rank #5 in the country in contributions and are very close
to being #4. The donations received to date from the state as an
entirety is $182,400. That is an amazing amount, but still shoes that
our entire membership has not been reached, and this task will be much
easier to accomplish with the support of ALL Moose Members! |

FUNDRAISER
The Richmond Lakeside Lodge #1714 is currently holding
a fundraiser for the Virginia House.
All donors
receive a "donor card" to add their name to, and they are displayed in
the Social Quarters.
The donor
cards are in the shape of the state of Virginia, and the color of the
state you get is determined by the amount of donation.

$5.00 donation-White State
$10 donation-Blue State
$25 and above-Gold State
This is a WONDERFUL fundraising idea for the Virginia
House, but could easily be adapted to suit one of the many fundraising
endeavors of the Virginia Moose Association and Moose International.

Summer is here and with that comes many sporting events in our Lodges,
Districts, and State and International tournaments. I will be
giving a report at the Annual State Conference in July in Richmond.
I am asking
all Chapters to please forward information to me about any sporting
events that your coworkers have participated in.
I would like to be able to recognize all our coworkers and Chapters that
participate in the many sporting events that the VMA and International
sponsor. Also please include any top finishers, not necessarily
just the winners but any coworker that finished well in the event (or
finished at all).

Of The Youth Awareness Program

Dear
Brothers and Co-Workers,
What a tremendous year we had with the Youth Awareness Program. We had
more students participate than ever before, we had three times more
students that sent in their reports than the year before, and we
finished off the year with hosting the International Student Congress in
Hampton, VA this past May.
I’ve heard nothing but great comments from everyone that attended the
International Congress. Supreme Governor Jim Gallagher and his wife
Dianne said what an honor it was to be in Virginia and spend time with
all the students from all over North America. Director of Fraternal
Programs, Shawn Baile said Virginia did an out standing job with the
Congress and was the busiest schedule he has ever seen with four days
packed with fun and entertainment. The best and most meaning comments
came from our guests of honor, fifty-seven students form all over
America and Canada, said WOW! WHAT A BLAST!
I can only say, all the thanks goes to all the Lodges, Chapters,
Districts, and Moose Legions of Virginia that has supported the Youth
Awareness Program year after year.
Brothers and Co-Workers I once again ask that you continue the support
that you have given in the past. As you well know the cost of hosting an
event such as the International Congress left a rather large hole in our
account. I know I can depend on all of you to do your very best when it
comes time to make your contributions to the many charitable programs
that the VMA sponsors. I just ask that you send what you can in support
of the Youth Awareness Program. Over the years to come we will be
awarding thousands of dollars to go for scholarships for our young
people here in Virginia and in the 2015 we will be hosting the
International Congress again. Yes, that’s six years away but it will
take every bit of that time to build up our account in order to show the
whole Fraternity that no one does it better than Virginia when it comes
to taking care of our young people and our communities.
On behalf of WOTM Youth Awareness Coordinator Kay Morrison and all the
children of Virginia, I say thank you so very much for all you do for
this most worth while program

renovations to the home. Our upcoming plans for upgrade on the
home is to do some exterior maintenance to include the outside of the
home and the decking. These donations ensure that we are providing

Dear Brothers and Co-Workers:
I hope all of you are having a good year.
I would like to take this opportunity to remind everyone of our
commitment to raise $200,000.00 for the repaving of the roads at
Mooseheart.
I realize that in these bad economic times it is a little difficult to
raise money for our worthy projects. Please hold a special fund raising
project for this purpose if necessary.
We will be collecting your donations at the Annual conference in
Richmond in July.
We pledged to raise the funds in two years. We are half way through the
time frame but we have not raised half of the money as of yet. I am
confident that we can accomplish our goal and ensure that the children
at Mooseheart have safe roads to travel on.

The International Conference is over and we are all gearing up for an
exciting State Conference in July!!
Our one student at Mooseheart graduated on May 23rd, 2009. Eric is
going on to college in the Chicago area.
Currently, our WMC Scholarship & Maintenance fund is not “fat” by any
means; however, we are OK. Therefore, I’m asking that you give half of
your normal scholarship donation to the VMA Scholarship & Maintenance
fund and the other half to another of our most worthwhile endeavors:

I’m asking that in your donations you remember what our fraternity is

SMOKING

Paula .... a lot of people are calling me
about the smoking law taking effect December. Well, upon investigating,
if you call your local Health Department, Environmental, they will tell
you that we (Lodges) are private social quarters and bingo is open to
the public. However, bingo is NOT our primary function, so smoking is
allowed. Should each Lodge want to stop smoking, that would be a
House Rule for bingo.

ASSOCIATION LOOKING FOR CLT TRAINER
As everyone knows by now, Brother Larry Stocks has resigned as the
Certified Leadership Trainer for the State of Virginia. All of the
classes that he had set up for the
coming weeks and
months ahead will have to be cancelled and rescheduled for the future.
This is an open invitation for someone to step forward and think about
taking the position of teaching the classes which is an invaluable tool
for the officers of our lodges to run a successful and profitable
operation.
The individual must be willing to travel to all areas of the State.
He must be willing to attend a training class at Moose International.
He must be a good speaker with good
communication
skills, able to get along with people, and with a pretty good knowledge
of the General Laws.
The
Association provides the equipment used during the classes and the
training materials are provided by the Education and Training Department
at International.

this sounds like something that you may be interested in doing and you

We'd Like Your Thoughts On A Logo

Mooseheart Child City & School
was founded and dedicated on Sunday, July 27, 1913 . . . which means
that the Child City's Centennial will be celebrated on Saturday, July
27, 2013 -- just a bit more than four years from now!
The Mooseheart Centennial Celebration Committee has
already met, and is in the early stages of planning the greatest
celebration ever seen on this 1,000-acre campus!
As those plans evolve and crystallize, we'd like to
begin by asking you for your creative ideas -- on a graphic logo that
will appropriately mark Mooseheart's 100-year anniversary!
Whether you design it electronically, with
paint-and-airbrush, or with colored pencils -- we'd like to see it.
Please send your submittal, either created electronically, or created in
hardcopy and scanned, submitted in .PDF or .JPG format, by May 15, 2009,
to Mooseheart Executive Director Scott Hart at
SHart@mooseheart.org.
We cannot promise that any one of the ideas submitted
will be used in its entirety, but we can promise that all will be looked
at, evaluated and discussed -- and we can almost certainly promise that
the final logo will incorporate at least one, or some, of the ideas we
receive.

Bulk E-mail for July 28, 2008
Updates to Community Service and Family Activities Reporting Process
There has been a change in the process for reporting community service
and family activities to Moose International. As you are probably
aware, report forms printed on colored paper have always been mailed to
lodges and chapters on a quarterly basis. In an effort to reduce some
of our costs, we will no longer be printing and mailing the quarterly
reporting forms for community service or the semi-annual reporting forms
for family activities. Both forms are available online through the
"Members Only" portion of the website through the Community Service and
Family Activities portals,
respectively.
In submitting these reports, there are several options. If you are
uncomfortable with attempting to fill out and transmit the reports
electronically, you may simply print and complete the form properly and
mail it to the Department of Fraternal Programs or fax it to (630)
966-2208. Any items faxed or postmarked after the deadline dates will
be considered late and will not be graded for quarterly or year-end
awards.
If you would like to submit the reports electronically, here are the
steps to follow:
* Go to the "Members Only" portion of the Moose International website
* Click on the appropriate link on the right-hand side of the "Members
Only" homepage; Community Service or Family Activities, depending on
which form you are completing
* Click on the link for the report form
* Fill in the appropriate information
* Click on the icon marked "Save a Copy"
* Select a location and file name for the document (ex.-1st Qtr Comm Svc
2008-09) and click "Save"
* Send an email to appropriate mailbox with the report form as an
attachment
* Community Service -

Again, any items emailed after the deadline dates will be considered
late and will not be graded.
There is one additional change regarding reporting of family activities.
The semi-annual reporting periods have been changed from July 31 and
January 31 to October 31 and April 30. This will ensure that all
grading for year-end awards is based on activities held within and
reported during a complete fiscal year. The new form with updated
reporting periods is already available through the Family Activities
portal of the Moose International website.

Back in a Big Way!
Moose International's Department of Communications & Public Affairs back
to full staffing for the first time since personnel shifts of last
winter -- and full attention is now being devoted to helping editors of
Moose Lodge / Chapter / Association spread the word on what's happening
at Mooseheart and Moosehaven. It's being made as easy as possible for
editors, with the Web posting of drop-in "Moose Press Service" sheets!
In years past, Moose Press Service sheets were scan-ready hardcopies
that were mailed out from Moose International; now they're posted
electronically -- some as stand-alone single pages, some designed as
two-page spreads -- as easy-to-download, easy-to-drop-in PDF files.
Just in the last two weeks, six new Moose Press Service dispatches have
been posted -- visit often to see what's new for Moose newsletter

The Premier Lodge Award was introduced at the 2007
International Convention in Orlando, Florida. The program is designed
to recognize those lodges that truly exemplify a successful fraternal
operation. A lodge must meet 5 mandatory criteria and at least 5 of 10
alternate criteria to earn the award.
The more alternate criteria are met, the higher the
award level. |

The office of
the General Governor reserves the right to advise the Department of
Fraternal Programs not to grant a Premier Lodge Award to a lodge, even
if the lodge has met the prescribed criteria. Reasons for a lodge to be
refused by the General Governor's office include, but are not limited
to, the following:
• Lodge was
delinquent in payments to Moose International (ex. - monthly
consolidated statement, risk pool premiums, catalog sales invoices)
• Lodge was
delinquent in paying or did not pay premiums for workers' compensation
insurance
• Lodge did
not seek or acquire approval of dispensation as required by the
General Laws of the Order
If a lodge is
refused the Premier Lodge Award at the recommendation of the General
Governor, the lodge can appeal the decision. The appeal must be approved
by the General Governor before the Department of Fraternal Programs will
proceed with verifying that the necessary criteria are met. |

| JARRELL, Wilbur Preston, 78, of
Richmond, Va., died peacefully April 29, 2009. He was preceded in
death by his wife, Annette R. Jarrell; father, W. Hobert Jarrell; and
brother, John Jarrell. He is survived by his mother, Grace
Jarrell; his two children, W. Preston Jarrell Jr. (Ann) and Dennis L.
Jarrell; two stepchildren, Cathy Howdyshell (Steve) and Steve Iddings
(Heather); seven grandchildren, Scott Jarrell (Gizella), Sarah Jarrell,
Danyell Cantwell (Jerry), Brett and Madison Howdyshell, Elizabeth and
Ben Iddings; two great-grandchildren, Natalie Jarrell and Jade Cantwell;
seven brothers and sisters, Alfred Jarrell (Dot), Calvin Jarrell (Alminter),
Dorothy Wyatt (Raymond), Frances Eanes (Charles), Sandra Corbin (Buddy),
Sue Hipp (Kenny), and Garry Jarrell (Sherril); and dear friend, Barbara
Fields. Wilbur was a veteran of the Korean War. He was an
active member of Manchester Moose Family Center #699, working through
the chair of the lodge to become Governor in 1988. He earned his
Fellowship Degree in 1989. He was also a Lodge Ritualist until
1996. He was active in the Old Dominion Moose Legion #148, where
he was President in 1994. He remained active in his lodge where he
loved playing music, and was a longtime member of the Manchester
Strings, where he played with many of his friends. Wilbur also
enjoyed hunting, fishing, and golfing. His remains rest at Bliley's -
Chippenham, 6900 Hull Street Road, where the family will receive friends
6 to 8 p.m. Sunday and Monday, with a Moose Memorial being held at 7
p.m. Monday. Funeral services will be held 10 a.m. Tuesday at the
funeral home. Interment Virginia Veterans Cemetery, Amelia.
In lieu of flowers, memorial contributions may be made to the American
Lung Association. |

William "Billy"
Francis Powers
POWERS, William
"Billy" Francis, 70, of Amelia, went to be with his Lord on April 4, 2009 after
a brave and short battle with cancer. He was loved by many and respected by all.
He was preceded in death by his father, Daniel Powers; mother, Ann Powers;
brothers, David Powers and John L. Powers; and one sister, Betty Allen. He is
survived by his loving wife, Peggy; his three children, William Powers Jr.,
Teresa Gravley and Michael Powers; his step-daughters, Catherine, Tara and Kyia;
his grandchildren, Keith, Scott, Bobby, Chad, Brandon, Lauren, Nathan, Noah,
Ryley and D.J.; his great-grandchildren, Conner and Christopher; his sisters,
Mary Ann Baker and Kathy Bucker; his brothers, Daniel Powers and James Powers.
Billy was a proud veteran who served his country well, both in the United States
Air Force and Army National Guard. Billy became a member of the Moose Lodge in
1982. He worked his way through every chair and was elected Governor in 1989. He
earned his fellowship degree in 1991 and served as district president until
1992. He was an avid ritualist, always finishing among the top five
internationally. Billy was elected president of Old Dominion #148 and elected to
serve as Prelate for the V.M.A. He received his life membership for the Moose
Legion during 1999/2000. In 2000/2001, he was elected as president for the
Virginia Moose Association, in 2001/2002 - International Moose Legion
Ambassador, in July 2002 - Top International Moose Legion Ambassador for the
entire fraternity and member of the 100 division of the "Moose 25 Club." In May
25, 2002, Billy was conferred with the Pilgrim Degree - the highest degree in
the Loyal Order of Moose. Billy was a member and Master Mason of Manchester
Masonic Lodge #14. He was a house director for the Greater Richmond USBC Bowl
America Southwest, where he bowled his first perfect 300 game in 2008. In 2007,
he attended his 50th high school reunion at Benedictine High School. He loved
life in every way and made it a point to enjoy himself, his family and his
friends through activities such as bowling, horseshoes and searching for the
little white ball! There are truly not enough words to define his graciousness
or accomplishments as a man, and his mark will forever be left on this earth.
His family will receive friends 2 to 4 and 6 to 8 p.m. Monday and 5 to 8 p.m.
Tuesday, with a Moose service at 7 p.m. Tuesday at Bliley's - Chippenham, 6900
Hull Street Rd., where funeral services will be held 10 a.m. Wednesday followed
by interment at the Virginia Veterans Cemetery, in Amelia. In lieu of flowers,
donations can be made in the name of Billy Powers to Moose Charities, 155 S.
International Dr., Mooseheart, IL 60539-1100. |

of Moose Members
There is no better way to help the youth of our Fraternity than to offer them
the opportunity
to further their education and that is exactly what the R. Robert Dale
Scholarship is all about.
The following requirements must be met in order to be eligible to receive an
R. Robert Dale Scholarship.
The
applicant must:
- Be a student in the graduating Class of 2010
- Have a father, mother, step-parent or legal guardian
who is a member of
the Moose in good standing
- Have a cumulative GPA of 2.5
(C+) or higher on a 4.0 scale
- Send in the completed
application by
deadline (application must be completed in its entirety).
Note: Grandparents are no longer required to have
legal guardianship
The
application can be found below.
Applications must be returned to Moose International no later than June 30,
2009.
All qualified applicants will
be placed in a random drawing to be held in the fall of 2009 at their Moose
Association Annual Conference or at Moose International.
Winners will be notified by mail. Their scholarship check for $1000.00 will be
mailed directly to the college of their choice.

HISTORY OF THE MOOSE INTERNATIONAL
R. ROBERT DALE SCHOLARSHIP PROGRAM
R. Robert Dale served as Secretary/Administrator of
St. Charles, IL Lodge 1368. He was devoted to the Moose fraternity, its
precepts and endeavors. He never married; never became a father.
His sister married into a modest degree of wealth, but she never had
children either. Following the death of her husband, she and
Robert named each other in their wills.
Robert survived her – but only by a few months.
Robert Dale died on August 15, 1983 leaving an estate of more than $2
million, to be divided equally between the Veterans of Foreign Wars
National Home and the Loyal Order of Moose, both for the purpose of
providing scholarships.
Robert wanted to do a beautiful, unselfish, and divine
act. In 1985, Director General Paul O’Hollaren and the Supreme
Council approved that the interest from the Dale Scholarship Fund was to
be used for Moose members’ children who had graduated from high school,
to further their higher education, and the R. Robert Dale Scholarship
Program was created.
As of spring 2007, some 1,188 high school seniors,
living in households headed by a member of either the Loyal Order of
Moose or Women of the Moose, have benefited from Dale Scholarships –
totaling $1,188,000 since the program’s inception.
Applicants for the program must be high-school juniors
with a grade-point average of 2.5 or higher on a 4.0 scale. They are
eligible only if their mother, father, or legal guardian is a member of
the Moose in good standing. (One eligible application per
student).
Any state or provincial Moose Association with 15 to
45 or more eligible applicants (based on Association membership) may
draw for at least one R. Robert Dale Scholarship winner. A Moose
Lodge and Chapter can also win a bonus Scholarship for one of their
eligible students on their own combined list, if they reach 25 eligible
applicants.
The Scholarship may be used for tuition, books, and
fees at any accredited vocational or academic institution the winner
chooses to attend. |
