Byron Dalton Appointed as New Assistant General Governor

Moose International is pleased to announce the appointment of Byron Dalton to
the position of Assistant General Governor.  Byron has served the fraternity as
Assistant Director of the Membership Department, and is currently serving in the
position of Assistant Director of Lodge Operations.  Byron is a Past Governor of
his Lodge and a Pilgrim of the Order.  His service to the fraternity and his
knowledge of Lodge operations will be most beneficial to him in his new position
as Assistant General Governor.

We wish him well in his new fraternal assignment.

MOOSEHEART, IL, Feb. 3 -- Director General William B. Airey has announced the appointment of Byron G. Dalton Sr. as Assistant General Governor, reporting to General Governor Steven F. Greene PSG.

Dalton has been on the Moose International professional staff since October 2005; he had most recently served briefly as Assistant Director of the Department of Lodge Operations since the creation of this department in November; before that he had served as an Assistant Director of the Membership Department.

"Byron's 19 years of service to the fraternity, and his thorough knowledge and experience in Lodge operations, will be very beneficial to him and to the Order in this new position," said Airey.

Dalton joined Carpentersville, IL Lodge 1958 in 1991; he transferred in 1994 to Elgin, IL Lodge 799. He served through the chairs of Elgin Lodge and is a Past Governor. Additionally, he served through the directors' chairs of Mecca (IL) Moose Legion 9; he was conferred as a Past President of Mecca 9 in 2006.


Dalton received the Illini Star as Moose Legionnaire of the Year for the Illinois Moose Association in 2002. A member of the 50 Division of the Moose 25 Club, he received the Fellowship Degree of Honor in 2002 and the Pilgrim Degree of Merit in 2008.

Before coming to Moose International in 2005, Dalton had worked as a system administrator for Great Lakes Naval Hospital Corps School north of Chicago.

Dalton, 56, is the father of three grown children with his wife Terri; the Daltons also have seven grandchildren.

When the Cold Catches Your Attention

 

If you have had the opportunity to walk on the Mooseheart campus during the months of December, January and February, then you know what I mean when I say that the “cold catches your attention.”  As the children walk to school in the light of the early morning and bellows of frozen breath cling around their heads, you realize that cold is a great wake-up call to get their young minds and bodies moving for another day of learning.

 

It also reminds you that some of our children have never experienced the joys and challenges of a Chicago winter.  When youngsters come from Florida or California in the summer months, they always ask, “What is winter like at Mooseheart?” Whether sledding, tossing a few snowballs, building snow forts and snowmen, or creating an army of snow angels, our children love their first experience of the snow.  The cold however is a different story!

 

We recently had three children arrive at Mooseheart on a day that saw wind chills drop to –15 below zero.  They walked into the Administration Building with hooded sweatshirts – their warmest piece of outerwear.  Children, who arrive with the clothes on their back and little else – depending upon the Moose Fraternity to provide for even the basic of needs.  Because of your generosity, new clothes and outerwear quickly found there way to the children and they had a new found protection against the cold of winter.

 

Even more than clothing, they now have the security, protection and warmth of Mooseheart’s community to grow, learn and have fun. Teachers and Family Teachers are ready to mentor them into fine young adults, ready to instill positive values, morals and life goals.  Equipping children and teens at Mooseheart with the skills necessary to succeed in life takes many warm hearts and thousands of helping hands.  The warm clothing, hot food, comfortable homes and spacious gymnasiums that you provide make the winter months pass quickly for our youngsters.  Every fundraiser you hold, each donation you give and every prayer that you say, on behalf of our children at Mooseheart, is deeply appreciated.

 

Hope of new opportunities and second chances abounds at Mooseheart this winter season.  And although the cold may catch your attention at Mooseheart, it is the children that hold it.  Thank you for your support!

Mooseheart Working With Federal, State Officials To Take In As Many
As 50 Displaced Children From Haitian Earthquake Disaster
'It goes to the heart of our responsibility to care for children in need,' says Hart

MOOSEHEART, IL, Monday, Jan. 25

 

     Officials of Mooseheart Child City & School, Illinois' largest residential children's home, have been working since early last week to prepare for the likelihood of taking in as many as 50 children who have been orphaned or otherwise displaced in the wake of the Jan. 12 earthquake that ravaged the Caribbean island nation of Haiti.
     On Tuesday, Jan. 19, Mooseheart Executive Director Scott D. Hart was put in touch with contacts at both the U.S. State Department and the White House, through Darell Hammond, a 1989 Mooseheart graduate who is CEO of KaBOOM Inc., a Washington, DC-based nonprofit which coordinates the construction of playgrounds in underprivileged areas throughout North America.

The entrance to Mooseheart Child City & School, a 1,000-acre community and school for children in need, located just south of Batavia, IL, is working with federal and state officials to take in up to 50 displaced children from the Haitian earthquake disaster on an emergency basis.

Update, Feb. 4: (Mooseheart Executive Director Scott D. Hart said today that Mooseheart remains committed and prepared to accept and care for orphaned or otherwise displaced children from Haiti for a period of weeks or months. "But in recent days," Hart said, "it has become increasingly clear that the Haitian government is exercising extreme care in determining whether children are truly without parents or guardians before releasing them to any outside caregiver. We are told this may mean a process of many weeks, if not months or longer. While this is understandable, we would hope that the immediate physical welfare of the child would always be the paramount consideration. We at Mooseheart remain willing to help in any way we practically can do so.")

     Since then, Hart has been working mostly with representatives of the U.S. Department of Health and Human Services, which would coordinate the children's placement. "They've established a priority order for evacuations from Haiti," he said, "the first being American citizens; the second group is orphans who were already in the adoption process prior to the earthquake on Jan. 12 -- these children will be transported directly to their adoptive parents."

     "All other orphans, and what the government classifies as 'unaccompanied children', constitute the third group, and it is from this group that children would come to us," said Hart. "As of today (Jan. 25), we're being told that the government is still working on the first group. So we could be getting a call in a matter of days from now, or it could be a few weeks; we don't know."
One significant objective was achieved last Friday, Hart said -- that being a formal waiver from the Illinois Department of Children and Family Services, which licenses Mooseheart, to allow Mooseheart to provide temporary care of orphans without guardians.

     In the meantime, Hart has been working with his staff to ensure that there will be enough room and caregivers available in four campus residences on short notice, along with food and other supplies. Siblings would be kept together to the extent practical, he said.
     For children who know nothing but a warm Caribbean climate, winter clothing is being gathered, Hart said, "but we will likely be approaching local retailers we deal with regularly, to ask for a clothes-shopping donation once we know for certain that our help will be needed, and for how many."
     "We have offered temporary accommodations for up to 50," said Hart, "but we don't know how many children we will be sent, or their age range." He added that "we really don't know at this point exactly how long 'temporary' might be--it could mean a few days, weeks or months."
     Hart said, "We would likely be seeking volunteers from the community who are relatively fluent in French, as we understand that many of the children we would be receiving may speak very little English." Those qualified and willing to volunteer are asked to contact Hart's office at 630-906-3601.
     "We are excited about the potential to serve," said Hart. "Obviously, undertaking this mission is outside our normal pattern--but it certainly goes to the heart of our responsibility to 'care for children in need.'
     "Now, we look forward to the next steps, and we continue to keep the victims of the tragedy in forefront of our thoughts and prayers," Hart said. "We will certainly advise with additional information when we know more."

     Meanwhile, Mooseheart's student body has been planning several fundraisers toward Haitian relief. Among them, the Family & Consumer Sciences Class is staging a bake sale this Friday, Jan. 29, with all proceeds going to the American Red Cross Haitian Relief; additionally, Supt. of Education Gary Urwiler is permitting students to wear hats in school on the same day, Friday, Jan. 29, with all proceeds also going to the American Red Cross. Fundraiser discussions are also in the works among the Cosmetology and Automotive Repair classes, Urwiler said.
     Founded in 1913, Mooseheart is supported completely through private donations - the great majority of which come from the 1.1 million men and women of the Moose fraternal organization, in more than 1,800 Lodges and 1,600 Chapters located throughout the U.S. , Canada , Great Britain and Bermuda . Moose International headquarters is located on the Mooseheart campus.
     Since its founding, Mooseheart has operated a complete, accredited kindergarten-through-high-school academic program, plus art, music, vocational training and interscholastic sports. It is an extremely nurturing and student-tailored program, with an average student-teacher ratio of 12-1.
     Mooseheart students who complete their studies with a 3.0 GPA or better (4.0=A) are eligible for up to five years of annually renewable scholarship funding, covering tuition, room and board in an amount comparable to that required for an in-state student at an Illinois public university.
     Mooseheart is currently home to nearly 230 students, ranging in age from preschoolers to high school seniors. Applications for admission to Mooseheart are considered from any family whose children are, for whatever reason, lacking a stable home environment. Mooseheart boasts its own U.S. Post Office and a fully functioning branch of Fifth Third Bank.
     In addition to Mooseheart, Moose International also supports Moosehaven, a 70-acre retirement community near Jacksonville , FL founded in 1922; and conducts more than $90 million worth of community service programs annually.

Past International President Robert Neff

Named to Headquarters Staff as

New Director of the Moose Legion

Robert NeffMOOSEHEART, IL, Nov. 2 -- Robert A. Neff, an active Moose Legionnaire for 29 years and the International President of the Degree of Service in 2005-06, has been selected by Director General William B. Airey to become the first full-time Director of the Moose Legion since 1998.

Neff, 51, will assume his new duties at Moose International headquarters effective Jan. 1, 2010.

The Moose Legion was operated under its own Moose International management department from 1984 through 1998, when its functions were absorbed by the office of the Supreme Secretary, and later, the Department of Fraternal Programs.

"Bob Neff has very few peers in his service to and knowledge of the Moose Legion," said Airey. "He is a first-rate fraternalist and a first-rate professional, and we are fortunate to have him come aboard in this position. I believe the Degree of Service cannot help but thrive and grow under his full-time leadership."

Neff joined Lockport, IL Lodge 1557 at age 21 in 1979 and elevated to Mecca Moose Legion 9 in 1980. He served ten years on his Lodge Board of Officers, including three terms as Governor; and through the chairs of Mecca 9 as well.

An active Moose Ritualist since 1980, he served the Illinois Moose Association as Deputy Supreme Governor in 1994-95, and as an International Moose Legion Ambassador from 1995-97. He is also a Past President of the Illinois Moose Association.

A member of the Century (100) Division of the Moose 25 Club, Neff earned the Fellowship Degree of Honor in 1985 and the Pilgrim Degree of Merit in 1995, at the young age of 37.

In December, Neff will complete 30 years of professional service to Lockport Steel Fabricators, where he has most recently served as Director of Safety, Purchasing and Information Technology.

Neff resides south of Mooseheart in Minooka, IL, with his wife Tammy and their two daughters

Council Comes to Rescue of Lodges Needing Direction

 O'Brien to head New Department of Lodge Operations; Bailes named Director of Membership

BRANSON, MO, Oct. 28 -- The Supreme Council, Moose International's corporate Board of Directors, has this week unanimously approved Director General William B. Airey's plan for a partial restructuring of operational departments at Moose International headquarters.

Darrell E O'BrienEffective immediately, Darrell E. O'Brien serves as Director of a new Department of Lodge Operations, with responsibility and authority for offering guidance and governance of the operations of Lodges of the Loyal Order of Moose, within the framework of the Moose fraternity's Constitution and General Laws. 

O'Brien and a staff of Operations Analysts will develop and offer a comprehensive program of assistance to Lodge Boards of Officers to develop and strengthen both their fraternal and facility operations.

While O'Brien's office will work closely with, and be located adjacent to, the office of General Governor Steven F. Greene PSG, Greene's office will retain full responsibility and authority for interpreting and enforcing adherence to the General Laws by Lodges and all other fraternal units.

O'Brien, 49, a Moose International headquarters staff officer since 1998, had served as Director of the Membership Department since 2006.

Shawn M BaileAlso, effective immediately, Shawn M. Baile has been named Director of the fraternity's Membership Department.

Baile, 36, who had served as Director of Fraternal Programs since 2006, is the seventh Director of the Membership Department since its creation in 1934.

The Fraternal Programs Department is being dissolved, with its components and functions to be absorbed by the Membership and Lodge Operations departments in a manner to be determined during a transition period.

However, Airey announced that the Moose Legion, most recently operating under Fraternal Programs, will have its own management department at Moose International for the first time since 1998, with a new Director yet to be named.

Additional details and a revised organization chart will be issued and announced in the coming weeks, Airey said.

The Premier Lodge Award was introduced at the 2007 International Convention in Orlando, Florida.  The program is designed to recognize those lodges that truly exemplify a successful fraternal operation.  A lodge must meet 5 mandatory criteria and at least 5 of 10 alternate criteria to earn the award. 

The more alternate criteria are met, the higher the award level.   

 

The mandatory criteria are:

Increase in active membership (members in good standing) over prior fiscal year

Increase in net assets total equity over prior fiscal year

Increase in Endowment Fund donations over prior fiscal year

OR

   Lodge per capita contributions to the Endowment Fund equal to or exceeding the

   fraternity-wide per capita (average of $2.10 per member over last 2 years)

Representation at International Convention, Association Annual Convention and

  Association Mid-Year Conference (2 out of 3)

Submission of Moose of the Year nomination form by July 1

The alternate criteria are:

Four completed Community Service reports submitted by the quarterly deadlines

Two completed Family Activities reports submitted by semi-annual deadlines

Submission of Moose Legionnaire of the Year nomination forms by July 15

Submission of Rookie of the Year nomination form by July 1

Two high school students sponsored to Association Youth Awareness Congress

Assigned membership quota attained

At least $100 contributed to the Safe Surfin' Foundation

Participation in Tommy Moose program

Representation at International Convention, Association Annual Convention and

  Association Mid-Year Conference (Attendance at all three)

Representation at leadership training session for Lodge officers

A Lodge must still meet all 5 mandatory criteria and a minimum of 5 alternate criteria to earn the award.
The level of award earned increases with the number of alternate criteria met.
The levels for the award are:
  • 5 mandatory criteria met + 5 alternate criteria met = Bronze Award
  • 5 mandatory criteria met + 7 alternate criteria met = Silver Award
  • 5 mandatory criteria met + 9 alternate criteria met = Gold Award
  • 5 mandatory criteria met + 10 alternate criteria met = Platinum Award

The office of the General Governor reserves the right to advise the Department of Fraternal Programs not to grant a Premier Lodge Award to a lodge, even if the lodge has met the prescribed criteria. Reasons for a lodge to be refused by the General Governor's office include, but are not limited to, the following:

• Lodge was delinquent in payments to Moose International (ex. - monthly consolidated statement, risk pool premiums, catalog sales invoices)

• Lodge was delinquent in paying or did not pay premiums for workers' compensation insurance

• Lodge did not seek or acquire approval of dispensation as required by the General Laws of the Order

If a lodge is refused the Premier Lodge Award at the recommendation of the General Governor, the lodge can appeal the decision. The appeal must be approved by the General Governor before the Department of Fraternal Programs will proceed with verifying that the necessary criteria are met.

 Co-Worker Laura Wilson

Franconia Chapter #1042

     Laura Wilson of Franconia Chapter 1042 died in January 28, 2010. She died of complications after suffering a stroke a few weeks ago.  We will miss her and her wonderful spirit.
     She joined the Women of the Moose on November 1, 1943.  She has been an active member receiving her Academy of Friendship May 4, 1969.  She received her College of Regent in 1963 and her Star Recorder in 1970.  She has sponsored more than 200 members since joining the Chapter. She has had near perfect attendance at the Chapter meetings and has been a very active member since joining the Chapter.

(Penny) Gray, Patricia (Eber) Brown, Barbara Jean (Paul Cappello) Taylor, Donald (Margie) Gray; dear sister of Warren (Drucilla) Schaeffer; loving grandmother of five. The family will receive friends on Monday, February 1, 2010 from 2 to 4 p.m. and 6 to 8 p.m. at the Everly Funeral Home, 10565 Main St., Fairfax, VA 22030 where a funeral service will be held on Tuesday, February 2nd at 11 a.m. Interment will follow in Mount Comfort Cemetery. HISTORY OF THE MOOSE INTERNATIONAL
R. ROBERT DALE SCHOLARSHIP PROGRAM

R. Robert Dale served as Secretary/Administrator of St. Charles, IL Lodge 1368. He was devoted to the Moose fraternity, its precepts and endeavors.  He never married; never became a father.  His sister married into a modest degree of wealth, but she never had children either.  Following the death of her husband, she and Robert named each other in their wills.

Robert survived her – but only by a few months.  Robert Dale died on August 15, 1983 leaving an estate of more than $2 million, to be divided equally between the Veterans of Foreign Wars National Home and the Loyal Order of Moose, both for the purpose of providing scholarships.

Robert wanted to do a beautiful, unselfish, and divine act.  In 1985, Director General Paul O’Hollaren and the Supreme Council approved that the interest from the Dale Scholarship Fund was to be used for Moose members’ children who had graduated from high school, to further their higher education, and the R. Robert Dale Scholarship Program was created.

As of spring 2007, some 1,188 high school seniors, living in households headed by a member of either the Loyal Order of Moose or Women of the Moose, have benefited from Dale Scholarships – totaling $1,188,000 since the program’s inception.

Applicants for the program must be high-school juniors with a grade-point average of 2.5 or higher on a 4.0 scale. They are eligible only if their mother, father, or legal guardian is a member of the Moose in good standing.  (One eligible application per student).

Any state or provincial Moose Association with 15 to 45 or more eligible applicants (based on Association membership) may draw for at least one R. Robert Dale Scholarship winner.  A Moose Lodge and Chapter can also win a bonus Scholarship for one of their eligible students on their own combined list, if they reach 25 eligible applicants.

The Scholarship may be used for tuition, books, and fees at any accredited vocational or academic institution the winner chooses to attend.
